when you get new rims you have to get a shop to balance them, and you should have an alignment also. mine were a bit jerky before i had them balanced.

The only thing thatll make it "jerky" is your alignment. If theyre outta balance itll just shake like crazy.
But it sounds like to me that the offset of the rims are different than the factory ones. So theyre either in too far or out too far. You need to go and get your car aligned. When the rims are out that far they can throw the toe angle off, and cause really weird drivability probelms.

so does anyone know the price? and how can i decide if i need an alignment or a balance? i dont wanna bring it into a tire shop and get ripped off... need help please...
the steering wheel just feels like its moving back and forth, like its only half an inch to the left or right and it does it non stop, sometimes it is less noticeable but then other times it gets a bit bad

Balancing shouldn't cost more than $20. The local hole in the wall shop around here only charges $10. Alignment might be a little more but nothing crazy.
