is there a differnce between 99-mid 01 and mid 01- 04. whats the diffence? and a jlt RAI with a whole drilled for a IAC if i stuck a old one in there since i have a 03 would it affect anything?

found it. 99- mid 01 has a long nose water pump and mid 01 - 04 has a short nose

 

Yes, there is a difference. The mid-01 and earlier had a longer water pump shaft then the mid-01 and later. Therefore, the water pump pulley is different one is concave and the other is convex to allow the belt to align properly.

 

Yes, Steeda's site has information on the difference. They also indicate the exact cutover during '01 is sketchy and you should check your pulley to make sure you are getting the right one.
