I need some help

I own a 99 GT 4.6( actualy my wife does) but any way this is the problem. 3 weeks ago i had the motor rebuilt for almost 3,000.00, the problem is the car is in worse shape now then it was to begain with. When you start the car it is missing,backfiring, and smoking realy bad. I pulled the plugs (and found that they had not been changed) but they all seem to be flooded in gas, but the OBD2 says the bank 2 is running lean. I have replaced the fuel regulater, that did not help. If anyone has any suggestions please help.
Oh yeah FYI Joe Burge from Dardanelle Arkansas is a crook not a mechanic. I have found several things he charged for and did not do to the car. I have filed a complaint with the prosicuting atty and suing in small claimes court.....Got to wonder who is dumber Him for trying scam a Police Chief or me for being scammed.

Nice to have you aboard, engine problems can be a real pain...you may want to check your timing, that may be off or somethings not connected or misreading (expecially if its trigger wheels) but post a thread up in 4.6 and someone is bound to have a surefire answer for ya
