No, they are welded in.

You can buy a o/r pipe with no cats, and then swap the midpipe back for inspection etc.

If you buy a aftermarket midpipe it will still pass emissions though (in most states) and the flow differences between a aftermarket high flow cat and no cats at all is not that significant. The only reason I went with a o/r X is because of price.
