30#ers are deffinately too small. 36#ers are questionable. Talk to the fella who is gonna tune you car. Your in southern cal I'm sure lack of tuners aren't the problem. Here is your problem...

Find a reputable guy. Search your local forums& make up your mind upon that. There's deffinately a couple tuners in your area that won't F with you. Lots of the "tuners" are actually salesmen. Careful...take your time...
36 pnd/hr are more than enough so long as you stay around 400 WHP.

I am running 10 PSI non intercooled. So long as you have IAT sensor after the blower and a tune setup to pull timing when the intake temp increases.

I have a 2000GT just like you...so my IAT sensor is attatched to the plenum. I shouldn't have to get a new IAT sensor right? Its the GTs after 2000 that had the IAT / MAF combined and need a new IAT correct?

Correct.

My kit came with a new IAT, but you could use the old one with the same results.

I installed my IAT just after the blower (in the rubber/cloth sleeve between it and the pipe to the t/b acutally) so that it gets the hottest air from the blower. Might only be a few degrees difference between there and the intake, but I figure you might as well be as safe as possible.

So long as you have a proper tune that pulls timing out of the car as the intake temp rises you will be fine.

Also, keep in mind you can do a DIY intercooler kit for about 500 bucks from stuff on ebay. If you can afford it now, it would be a good thing to just go ahead and do it.

I definatly do not see the point of him upgrading to 42s if he already has the 36s.

The 36s should still be able to provide all the fuel he needs at this point, and if he plans on a shortblock later he will need something like 50s or 60s anyway, so why spend the money.
