its a gradual release system. Feathers on the nitrous as opposed to just dumping it into your engine.

allows you to use nitrous down low in the rpms, i guess its like a progressive window switch operator, definately not somethin the avg joe needs or perhaps would want to use.

Adding nitrous while low in rpms is a great way to fry the engine as you are much better off spraying above like 2.5k-3k rpms after the tires are hooked in 3rd gear.
