what size drill bit should i use in the link it said 1/4 sould i go any smaller

not to jack the thread...but could you use rivets for this? I would think they would hold up better in the long run

I didn't like the looks of the fasteners that came with the kit so I used stainless steel 1/4 x 1 bolts with neoprene washers and nylon lock nuts. Some of the nuts were hard to get on, especially the ones that needed to go on in front of the fog lamp assembly but I guarantee that my spoiler is on for life.
