Faulty Fuel Pump?

Faulty Fuel Pump?
I have a 98 Cobra with 13,500 miles on it. (It spends most of it's time in the garage.) I start it about once a month. I topped off the gas tank (and added Stabil) at the end of October. The car was fine at that time. Tried to start it last week and it would not fire up. I keep the battery on a float charger so it did crank. I also put jumper cables on the battery and tried again. Same result. I unhooked the battery for about 48 hours, reconnected it and tried again. Same result. When I turn he ignition key, I do not hear the fuel pump "whine". I do hear two clicks (relays?) when turning the key. I have checked the 20 amp fuse under the hood and it appears to be ok. I have also checked the inertia switch. The red button on it is down. I have talked to 3 or 4 dealers and each one gives me a different "solution". This seems to be a common problem with 4.6 Mustangs.
Does anyone have a diagram for the electronics for the fuel system and could tell me at which points to check and where those points are located? In addition, one dealer told me there is a fuel pump relay under the passenger side kick panel, is that true? If not, where is it located?
I do most of my mechanical work myself on all of my Ford vehicles and would like to try to fix this problem. Any suggestions on a cure for my Cobra would be greatly appreciated.
