Wheel offset is the distance that the mounting hub is in relationship to the center of the wheel.

Umm... is that bad? I am looking at a set of Black '03 Cobra's 17*10.5 and it said ++27mm Offset so I thought I would inquire...

+27 is the same offset as the stock rims if I remeber correctly. If you go with a higher offset, the rim will be tucked into the car more and your will need to use spacers in order to push them out again.
