Default RE: RIP stock motor. What now?

I ran my vin # and I have a windsor block. Then I counted my valve cover bolts and I have romeo heads. Has anyone ever heard of this? Do they ship all the heads and blocks from both factories to the assembly plant and just put which ever heads on which ever block is next in line or what?
