Since when do you have to do emissions testing in IL? Do you live in a city that requires it or something? I lived there for almost 20 years and nobody I know has ever had to do it.
With your mods though it should pass almost any state but CA, and probably there too, so long as no CEL is on.

W H E R E are you guys at in IL that requires emissions testing? If they even require it you will have to find out exactly what they do. If they just plug in the tester and look for CEL codes your fine, if they do a visual and check for cats and you have none your screwed.
Either way, unless something has gone really crazy in IL recently the LTs should be fine. I still don't understand though, I have never even seen a testing station of any kind in IL, last i knew they didn't even require a saftey check???

A. OBD testing is being performed on most 1996 and newer vehicles, instead of an exhaust emission test.This test is designed especially for computer controlled vehicles, and it monitors emissions control systems for fault codes. A connector, generally located under the driver's side dashboard, is used to download information from the vehicle's computer to the testing station's computer. The codes are printed on a report to help automotive repair technicians diagnose emissions related problems.
Hell man, all it looks like they do is scan for trouble codes.
So long as there is no visual test your fine.
It must just be chicago though, unless it recently changed,. Hell, I had my T bird licenced in IL for about 3 years AFTER I moved to MO, and I never took the car back there to get hte plates lol.

good news though, and the procedure you found about just plugging into the computer sounds familiar
I go to college in MO, up in Kirksville, I'm thinking about registering my car there so I can limo tint it all the way around, here in IL you can't have the front windows done and up in my hoyty toyty area cops have nothing better to do than pull me over for tint and what not
