it does tick faster the higher the rpm's are. where should i take it to get it checked out and they wont charge me much to try and diagnose the problem?

i also know that the previous owner had a rod go on him and had the whole bottom end redone with new bearings and such and the cylinder sleeved and that was only about 30 or 40,000 miles ago i think. it has almost 70,000 miles right now

A ticking that matches engine RPM is not JUST a bottom end problem, a valvetrain problem will also cause a tick that matches RPM, hell, a pulley bearing failingcan cause the same. You can diagnose it yourself. Get a set of mechanic's ears and poke around and try to pinpoint where the noise is coming from. Injectors do make a clicking noise when operating, and one that is getting worn and close to failure can cause a louder clicking noise which WILL match RPM. Like I said, use the mechanic's ears to try to pinpoint the sound. Poke it on all the injectors and listen for any abnormalities (a noise here would indicate an injector that needs to be replaced), poke the bottom of the coils, trying to listen for noise coming from the spark plugs (a noise here would indicate a spark plug backing out of the head, very bad!), poke around the exhaust manifolds, only when they're cold on a fresh start, you may/may not hear a clicking from one specific cylinder's exhaust exit, which would be an exhaust leak, or that valve ticking which starts to occur.

It's a good start. Mechanic's ears are cheap (and useful), and if you can't find the problem yourself, you can still take it to someone else... if you find the problem yourself you saved yourself a pile of cash
