Does it go along with the state emissions/catalytic converter laws? If so, then they're not legal in my state either.

IDK bout Idaho, but here as you as you have cats, mufflers, all your hangers, some sort of non leaking manifold and a tailpipe, your good to go

my bbk's rusted after 5 months. no snow or saltjust light rain. its rusting at the collector. unacceptable... never again.

are yours the ceramic coated?? I live in houston tx, close enough to the ocean to rust and corrode anything, I have no problems for the past year

yes they are. get stainless.
