Default power steering fluid.... or power steering pump

my car is making a whining noise and im checked my power steering fluid and its low... the whining is really bad wen i first start up the car and more evident when im slowing down. my question is- is it normal to have to fill up your power steering fluid, or should it stay full? just wondering if the fact that the fluid is low a sign that pump is bad.

It should stay full all the time. Probably you have a bad pump. Put more fluid in and poke a small hole in youre rack boot and see if it pisses out. If so you have a bad rack. If not check the lines, maybe you have a leak. But always keep that res. full!
