Default Stumbling/non existent idle

This is a prob my car has had ever since I bought it. Say I am backing out of a spot, when I push the clutch in to get out of R the rpm's will drop so low that it will almost die[] It does this when just sitting in nuetral, the rpms will sometimes bounce between 900-300-1000-700-250-900 you get the point up down etc. What is causing this? I have replaced the tps etc. etc. so those tips won't work. Thanks!

check the TPS voltage?

IAC problems, could need cleaned/replaced.
