I would bet on the IAC. The only other thing I know of that causes surging is a vacuum leak.

my car does this as well. i stop at a light and my idle sticks at like 1500rpm then drops in 1000rpm incriments till it hits 1000rpm then it drops to 0 then surges back up to 800rpm. wtf is going on this just started and im not throwing any codes anyone?????????

It's the IAC. You can try cleaning it, and if it's moderately gummed up it may fix it for a while but a true fix will be a new valve. Fords are common for it from what I've seen.
One way to try and prevent it from gumming up after you replace it is when you go through your other maintenance give it a quick clean so the carbon doesn't have a chance to build up.
