Default EXHAUST HELP QUICK

Was taking off cat-back at cat-midpipe joint and snapped the bolt. Question, how is the bolt fixed on the midpipe, it looks like there is a nut, then the flange than the head of the bolt, but the head looks welded in? any ideas? Theres alot of rust and its a stock mid-pipe on a '00 GT.
