Actually it stand for "Performance Improved" or "Power Improved".
It's intake, heads and cams.
For the 99 model year, Ford improved the design of the 4.6 engine because the heads did not flow well on the 96-98 version. The "old" 4.6 was rated at 225 crank HP and the PI design brought it up to 260.
