Sounds like you need to reposition the needle. You need to see where the needle rests in a stock mustang and then remove yours and reinstall it in the correct position. Of course, you'll have to remove the gauge lens to do it, but I would think that is not too difficult. Personally, I don't know; I've never done it.
I've done it a few times on friends cars. It's not so difficult, just tedious.
