What would cause motor to surge in rpm's on its own? goes from 500 then shoots to 2000 then right back down and when it is first started ussually dies several times on the down side of rpm's when motor is very cold(also very cold outside) then once it warms up it will still surge but only about 500 rpms. right now it is idaling at 500 to 750 rpm's, i still got to get that adjusted out but can't until I can get it to run write with the jump/drop in rpm's. also when barly throttled during driving it will surge forward so I keep one foot ready to break at all times.runs smooth when throttled hard so I just keep it to the floor....LOL.

I checked for vaccuum leaks all around intake and lines. found none.
