Ive got a new noise now. I took the the pump off that the power steering fluid goes into and now i have everything re-connected and a noise is coming from in the engine compartment down by that pulley. It only makes the noise when i turn the wheel (still now power steering) and when i pump the brakes. Im clueless.

you have air in your ps system hence the noise when you turn the wheel and hit the brakes. make sure its full and turn it from lock to lock a couple of times and it should eventually go away.

Should i fill it past the max line for now and then after it goes away suck some out if its too much? I know the level drops when i start the car and maybe its sucking a little air in?

just fill it up to the full line and turn the wheel from lock to lock, this bleeds the system of air. in extreme cases you will have to rig up a system to pull vacuum on the system but turning it from lock to lock and just driving it after that will almost always get the air out of the system.

Did you leave the cap off while doing it? Why did you take the pump off in the first place?

sometimes it just takes a while, i wouldn't worry to much about it and just drive the car until the noise goes away, the air will eventually bleed out. make sure when your doing the lock to lock thing you don't hold it on the lock for too long. and make sure your doing this with the cap on.

if the probably really persists you can 1. use a large rubber stopper, drill a hole in it and put a plastic hose barb in it, remove the power steering cap and shove the rubber stopper in where the cap goes. take a vacuum brake bleeder and attach it to the nipple on the rubber stopper. start the car up and let the vacuum bleeder run for about 10 minutes. 2. take it to the ford dealership and let them do this as they have the kit to do it.

Ok i sat out there for 10 minutes turning the wheel from side to side with the car on and the noise is still super loud and showed no signs of going away. The power steering works now but the sound is still just as loud.
