Default Squealing?

When I turn my car on after it is rainy out, I try and turn the wheel, and I have no power steering. I turn it and start moving, car squeals quickly from under the hood, and my power steering is back. What do I need to replace?

Is water getting under your hood around the power steering pump? Condensation? Does anybody have any ideas?

Yeah I'm stumped too. I think I might need a new power steering pump? I don't want to buy one, and have the problem still exist. I want other opinions.

If it helps, when I turn the wheel, there is a hissing sound, clearly from the steering pump.

Yes, checked the fluid and it is right below the "MAX" level. No leaks from the pump. Is it possible that the pulley for the pump is wiggling or almost shot?
