Default chip installation

I am trying to put a chip in my 04 GT, but when I put the chip onto the computer, the car doesn't start. I took the chip off and scotch-brighted the clear coating as much as I can (did this several times after it won't start), is there a better way to get the clear coating off besides a scotch bright pad? That has to be the problem right?

Any help would be appreciated.

Did you use the Scotch-Brite on both sides of the J3 connector--you have to take the PCM out to get to the back side...
