How to find vacuum leak for P1131
i got the P1131 code since month and i tried to fixed but no use, i checked for the vacuum leak with the garage guy using water on egr, pcv, and throttle body but every thing is fine , i even changed the fuel pressure sensor but the code still appear, so what els i should do?

The engine is running lean
check your pcv valve and pcv valve hoses and lines to the intake real close. Feel and eyball them and look over real good for soft spots or holes in the rubber parts.
Check fuel pressure and fuel filter.
Check for air leaks between the maf sensor and the tbi.
Look the air intake hoses over for cracks and holes.

the mechanic checked every thing that could cause vacuum leak but there is no leaks, and as u said i changed the fule pressure also the fuel filter , could it be the passenger sensor? that need to changed or it might not be tight in?

I would try swaping the O2 sensors from the driver to pass side and see if it returns, are you clearing the codes, you need to clear the code after you try something, if you don't have a handheld code reader then disconnect the battery for about 1 hour and that will clear the code, if there is a another code it usually appears after the 3rd restart.
