Trunk Lid Liner?

Are 98 mustangs, supposed to have a liner on the underside of the trunk lid? when i bought my car, it had dynamat stuck to the under side, so i am not sure if i am missing it or not.

FWIW my '03 gas no liner on the boot lid...
