the simple answer is everything...

air intake restrictions, throttle body restriction, intake manifold restriction, the heads and cams are the big limiting factors on these cars since 2v heads dont flow worth a crap, your compression ratio, and your exhaust.

Yeah, but if my goal is only 300 rwhp, then wouldnt a 93 octane dyno tune, cams, springs, midpipe, catback, UDPs, RAI, plenum and throttle body do that? or at least come relatively close?

The dyno I'd probably be using would be a Mustang dyno, for what its worth.

youll need LT's as well....

and you wont get 300 on a mustang dyno, if your talking 300 dynojet rwhp then yes with full boltons and some stage2 cams.

Very good to know. I've kind of been shying away from long tubes because I live in NY and they do emissions testing here and I've heard you'll automatically fail with LTs, even if you do have a catted midpipe. Is there any truth to that?
If I could legally do LTs I would in a heartbeat.

is there truth? yes. cali you cannot have any modifications to your car unless it has a CARB number.

does that apply for your state? i dont know...talk to a shop that does inspections....... i'm supposed to have cats on my car atleast and i dont, but the shop down the road is chill as **** and they passed me anyway.
