Yup, NO WAY 30rwhp.

One thing to keep in mind though, is certain mods will see their biggest gains at a point other than peak. Therefore, it is sometimes possible to see a gain of 10 at 3100rpm, but only 4 at peak. In these cases, it is not incorrect to say that you can gain 10rwhp.

Tuning may be a good example of this. If you can simply smooth out a dip/valley, the gain at that point could be significant.

i have never seen munch of a gain from a cai as other has stated, buy it for looks not the minimal gains

Yes, you probably aren't gaining much until you open up other stuff more.

That is why I say that I'm sure we can all at least agree that now is not the time for him to invest money into this mod.
