Yup, NO WAY 30rwhp.
One thing to keep in mind though, is certain mods will see their biggest gains at a point other than peak. Therefore, it is sometimes possible to see a gain of 10 at 3100rpm, but only 4 at peak. In these cases, it is not incorrect to say that you can gain 10rwhp.
Tuning may be a good example of this. If you can simply smooth out a dip/valley, the gain at that point could be significant.

I think you must have removed something other than the snorkel, as its removal would not cause anything to "hit everywhere" get your "inner fender all scratch".
Perhaps you removed the entire air box cover and turned the stock CAI into an HAI?
Good luck with that "30hps" gain they promised too...
