Default parking break and E brake

I had my car in park and the e brake on. the front wheels spin freely. The e brake will lock up the rear wheels. Is this normal? I see a pin and gear looking thing on my rotor that I always thought was the parking brake but nothing on it is engaged.

Yes, its normal. The transmission only drives the rear wheels so in park those are the the wheels that will be stopped from turning. The park brake is also on the rear wheels.

Tbh, I thought you were joking when I first read this....

Oh, and if your looking at the rear wheel, the gear looking thing is the ABS ring.

The parking brake/ hand brake is always on the rear wheels.
