When I turn the key to my car to the ON position but not crank it, all the gauges light up and all lights come such as low fuel, traction control etc.. but the Service Engine Soon light does not come on when I do that. I looked underneath my car, and there are no cats. My guess is someone disconnected it somehow to avoid looking at the light because of no cats? How can I get it working again?

Take the gauge cluster out and replace the light bulb.

Of course, after you get it working, you will have to find out why it is on. Could have been turned off by a custom tune also.

Yes well I figured it might have been turned off due to no cats. But also there is a thick wire leading from my dash to under the consol that hangs out and looks like it could be plugged into a phone or a computer. Maybe it was tuned? I don't know.

Even if it was turned off in the tune that just means certain things will not set the light off. You can turn off emissions monitors not the light itself. If it doesn't light up on startup the bulb is either blown or gone.
