Have you seen this thread?
https://mustangforums.com/forum/4-6l...ging-rpms.html
I couldn't resist trying it as its easy using Cliff's tube end cap method described in that thread, if you want to try it do that instead of the plates on Ebay.
It didn't work right for me, it kept wandering and something was making a weird noise so I shut the motor off and took out the restrictor cap.
A little later after reading about IAC's some more I realized mine may just have been pretty worn, when then get worn they can make a weird buzzing noise and that's the sound I was hearing. It did work well for some of the others on that thread that tried it.
The only way to "fix this right" is to change your ECM tune to reduce the "dashpot" settings that control how quickly the car returns to idle. The restriction does this by limiting the amount of air that passes even when the IAC is wide open so the engine drops to idle quicker.
Don't restrict it too much, the engine can die causing loss of power brakes and power steering.

well after reading more i decided im not going to do this. some guys in that thread where talking about AFR, and some other mess, i'd rather not even try it. I'll deal with the "hang" like uberstang said, its just a bandaid.

Dude just try it, it's really simple. It's a free mod, all I did was take a cereal box, trace out the old gasket, cut it out, and cut a smaller hole, took two tries before I got the right size hole, think I used a 3/8's Allen wrench to make the hole. It won't damage or hurt anything. Plus you get that sweet exhaust pop while leaving it in gear and decelerating. It's done to my 96gt and my dads 99gt. The hanging RPM's makes it easy to shift but you get lazy at it. Do the mod and learn how to shift like a boss
