Serpentine Belt Tensioner

Serpentine Belt Tensioner
Now I am not a rookie to fixing engines, but upon prelim. attempt with a breaker and socket, I was unable to move the pulley at all to remove the belt. this is the 4.6 DOHC cobra engine and this car is new to me. Is there a trick to it or do I bring out the extension bar? Is there a possible seize on this part?
Any ideas?

^ Should be 3/8".... Not 3/4". Probably a typo there?
Stick the square end of your ratchet in there and put some weight (or pull) on the handle - I'm not familiar with the front of 4V, but anyway if you can't get it to move then you're probably going the wrong way.
I wouldn't say it's impossible that it's siezed, but I would say unlikely. Most of them can be easily moved by a regular 8" long ratchet but I have encountered one or two before like the one on my 2008 Explorer that damn near requires you to put a bar on the ratchet.
