for every extra 100 lbs, it takes 15 more hp to get to the same speed.
smaller tire diameter= more low end torque
bigger tire diameter= more top end
how true are these?

The weight thing is kinda just a general rule of thumb. The tire diameter effects the final gear ratio. For exmaple, a taller tire is like putting in a higher gear (2.73) a shorter tire is like a lower gear (4.10)

I'm working out some calculations. I'll get back to you after I figure out what I need to do. Cause I can't have a constant acceleration, I'll just have to assume constant power (still not quite correct, but it's close).

Ok, I figured it out. As you could reason it out, it depends on how fast you're getting up to. To get up to 100 km/h in 5 seconds, I'm calculating 4.7 hp, more for same time for 100 lb increase, for 200 km/h in 10 seconds, it seems to be 9.4. But this is assuming constant power and not taking into account wind resistance, so not quite accurate for cars. To say 15 hp per hundred pound increase seems about right, if not a little lower than what you really need.
