with my car turned off, i put my foot on the peddle and apply pressure it goes in about half way, i start the car and it continues to sink.
Thats normal with the car on. Hmmm but your brakes work fine correct? So how would the master Cylinder be messed up? If the brakes work and theres no leaks theres nothing else in the system that would cause the brake pedal to be lose.

yes my brakes work, but last night i got into my moms Honda Accord and pumped the brake peddle a few times and it built up pressure and i couldnt push it in anymore.. same thing with my gf's hyundai accent and my dads 04 F150... they all build up pressure and you cant push the peddle in any further... not my car.. i can pump it 50 times and the peddle will still push to the floor.

with the car off? because with the car off if you pump the brakes it should build up pressure like you said. If yours doesnt, sounds like your vacuum booster is leaking.

Power steering pump provides the vacuum for the brake booster.

we have hydro boost brakes, if no line were unhooked on the brake system there will be no air in them, when yo turned the rotors were to spec or did they just turn them. It sounds like your rotors might have been turned past there limits and now the calipers are extened past what they should be causing a soft peddle. This means the rotors are too thin to work properly
