First step towards a TSB

I was looking on the Mustang TSB's on this site and I found the one that fits the problem I am having.

When I call the Ford dealer, what should I tell them/say?

TSBs are not the same as recalls or regular warranty claims. They will not repair anything based on a TSB alone. What's the prob?
