Individual communites *cites, townships* set their own ordinances according to however they feel. I know for a fact that in many large cities, if your vehicle can be heard from over 30 feet away, than if the cop really feels like it, he/she is within the jurisdiction of the locality to issue either a warning, or a ticket for a violation of the sound ordinance.
Yes, essentially it is a crock of **** that at any time you are likely in violation of some type of ordinance such as this, but there really is nothing that you can do other than pray the cop in question is not power stricken, or feels that what you were/weren't doing *depending on the occasion* is serious enough to warrant a ticket.
I got pulled over around 11:30 one evening in Fort Wayne for the exhaust being too loud. All I did was pull away from a light and begin turning left like any of us would at any given intersection, luckily I was given a warning and told not to return into Allen County or Fort Wayne with said pipes on my car.
It's retarded yes, but it's usually beyond your control.
