You could go 4:10'S on the rear gears. That will give you more zip out of the gate definitely.

When I swapped out my stock plenum/TB for a Trickflow Plenum/TB I didn't feel all that much difference. I could feel it but it wasn't like gears.

The big restriction from what I understand is in the stock upper plenum, not necessarily the TB. Getting a good TB/plenum combo will help more than just a TB, and it should extend your powerband in the upper RPMs.

How many miles are on the car??? If you have some mileage on her...which i suspect that you may...I have to definitly suggest changing the fuel filter. Best throttle response mod I've done to my car yet. It felt A TON better after I changed it. So try that before you try any of the rest of this stuff.

Change the fuel filter now!!! might be the original one. that can be restricting flow really bad. so definitly do that first before any of the other stuff.

Yea, 99-04, or atleast thats what the article said. I could be wrong though, wait for verification.

Edit: Im just speculating, but if there is slack on the cable no matter what year, this mod would work.

Just about any Ford product that has a throttle cable. I did my 95 GT, 01 GT, my Ranger and the wife's Escape.
