Default Idle problem after TB/Plenum install

I have noticed every now and then since installing a 75 mm TB and TF plenum My rpms will sit at like 1500 or so after driving for a while and pulling up to a stop light or stop sign or something. However if I put my foot under the gas pedal and pull up i will cause them to go back down but prying to hard makes the car die. I did the IAC restrictor mod but I seriously thing its something more with the throttle linkage thatn that....maybe I install the throttle return spring the wrong way?

That was a great read. However it has had a perfect idle for the first part of the install. I will still check it but wouldn't the idle have been bad from the beginning if it were the screw?

The little black plastic piece inside the return spring that connects to the throttle body was loose and jsut sliding back and forth. I clipped it back into place....The part where it is exposed when the spring moves is facing the driver side of the car..is this correct or do I need to flip the spring around? Should I maybe try and get just a new spring or whatever? After clipping it back in lac eI hade no idle problem. It's like it was kaaping the throttle from returning to the normal position and I guess when I put my foot under the pedal and pulled up it forced it back. What purpose does this plastic tube looking thing inside the spring serve?

I know what you mean that black piece seems to not be secured too well. Here is a pic you can see that piece inside the spring.

It's just a return spring. I took that black piece out a long time ago without any problems. I have no idea what it's purpose was but the car runs great without it.
