Quick answer: No.

The CEL is obviously from the absence of the cats. You will need a set of 02 simulators or you can purchase a handheld tuner and have them turned off in the tune. I recommend that option because you can also bump up performance and play with a few other things with the handheld. SCT is the way to go

Ok, and you are sure that the handheld actually turned the rear 02s off? I know some SCTs have the option but wont let you do it without the aid of tuner software on the laptop

P0430, click here for more, is a bank 2 (driver's side) catalyitc converter efficiency code, P1000 (click here) indicates that the OBD2 system readiness tests are not complete. This is likely because the P0430 DTC was thrown before one of the drive cycle tests.

It sounds as though the tuner did not properly disable the monitoring of the cat efficiency.

You can make your own MIL eliminators for $5.00 or so...
