What should be done first: tuner or xpipe?

If you elect to go with a catless midpipe you'll need the tuner to turn off the rear O2 sensors (make sure the one you buy can)--or you can make your own MIL eliminators for $5 or so.
The midpipe will open up some power, in the upper midrange and high revs, without a tune--but do the tuner next.
As to catted vs. o/r, about all an o/r road midpipe offers on a "bolt-on" engine is more noise and a stinky exhaust.

Of course it will be louder with a high flow catted pipe, but it will have a nice, clean, and deep sound that would be good IMO. If you don't want it any louder, then don't change your current setup....plain and simple.
