well i have a 98 mustang GT and when i go too start it when i havent drove it at least half an hour before it takes about 5 seconds too start and then kinda barely does or comes right too life. and also when you step on it it kinda hesitates over and over till you let off almost like bogging. i've been told that this could be a fuel filter or pump. what do you guys thnk any ideas?

Check fuel filter as you mentioned, plugs and wires. Might be deeper than that, but I'd start there.
