Is the clutch fork/TOB supposed to be loose without a cable on it? Need help ASAP.

Purple is Purple again!!! REJOICE. Anyhows, there should be very little play if any. Whenever I do a clutch or tranny I just replace everything, including the clutch fork as you did. Try pusing on the end of the clutch fork as you were trying to push it straight through the side of the tranny and see if it shifts into place.
