Default Horn, Cruise Control, Clock Spring?

I posted this question in V6 section, but since the question has nothing to do with the engine I'm putting in V8 section to have a better chance at help ,,, I have a 2003 v6 mustang that was purchased w blown air bags. I had mechanic install salvaged bags & reset control module. Airbag light is now off, so I assume airbag system works properly. But horn & cuise control still do not work. When fuse is replaced horn makes strange sound and blows the fuse. Mechanic says it needs new horn(s)? But I suspect the clock spring may be bad instead? Anyone know how to verify which is the problem other than replacing horn and or clock spring, used both are about the same price. Ford says clock springs not normally damaged due to airbag deployment. I'm wondering if clock spring could cause horn to be on as soon as fuse is replaced ,,,, or if horn is actually damaged ,,,, either of course from previos wreck ,,,,

you answered your own question
" Ford says clock springs not normally damaged due to airbag deployment"
There is wiring for the horn in the clock spring. replace it and your problems will go away
