Hey guys If I'm installing a new tps sensor, whats the voltage supposed to be set at during idle/wot?

The TPS sensors dont have adjustability on these cars, you simply install it and the computer will re-learn its setting. You can shim them or anything like you could of the old 5.0s cause the computers is still gonna adapt to it.

The PCM continuously monitors the TPS output and considers the lowest steady state observation to represent "closed throttle", technically it's a ratch (reverse latch) value.

Higher values can be learned, however the time at which higher voltages must remain steady to be learned is quite a bit longer than for lower-than-learned values.
