Front CO's are going to improve the wheel rate, which will help to give a nicer ride, but you need CC plates to run them. This will up-your budget a bit more, but add NVH to your driving experience.

I recommend you consider a complete kit like ***THIS*** one for a properly tuned ride. This doubles your budget, but already said it was too low for your described needs.
