overheating issue

Default overheating issue

Hey guys I just replaced the engine in my 98 GT because of a blown head gasket, and its running great but now its trying to overheat on hills. It doesn't have any signs of a bad head gasket,no leaks at all it will drive all day long in the level ground,sit for an hour idling with no issues. The cats have been gutted,and flushed all the coolant passages,removed t-stat, the cooling fan runs on high all the time. Could it be the cams being the wrong ones for the car? The engine is from a 99 crown vic. I was thinking the water pump so I took it off and inspected the blades,but how can it possibly not pump??
I'm getting ready to take a sledge hammer to it.

how are you filling the car up with coolant, and how are you making sure there isnt any air pockets in the system?

I put it on ramps and filled it while it was running. I'm thinking maybe the cams have to be swapped. Maybe they don't work well with the cars programming. But I seriously can't see how that would effect anything. It runs smooth,starts easy, and plenty of power just gets hot on hills. Where I live its just impossible to avoid hills and mountains,at times I think I can hear the valves chatter in a hard pull. I've watched it very close and don't let it get too hot. I'm also thinking the oil cooler might be stopped up, I may pull it and check that out
I waited all winter to put this motor in and now this. I had no issues like this when the other motor was running in the car. It had a blown head gasket or warped heads but all it done was burn coolant.I used all my old parts except the crank sensor and cam sensor and I gutted the cats thinking they was probally choking the old motor to death and probally made it run too hot and blow the gaskets to start with.
