Default abs module

Ok guys so over the winter I stored away my 2003 gt. Recently it has warmed up a bit here in Chicago. When I drove the car the first time it felt very heavy line something was wrong with the brakes. Sure enough I jacked up the front end and I tried to turn the wheels by hand and they were very hard to turn. Even my brake pedal is spongy. Took it to the shop and they said it was my abs module but my abs light is not on in my dash and the bulb does work. Traction control works fine too. He wants to charge me $800 bones but I said I'll think about it. Any input would be great. Is it really the module or could it be something else

not the module. could be the master cylinder faulty, or a hanging brake caliper....are both front wheels hard to turn?

Yeah they are both hard to turn. If I'm at a stop and I let go of the brakes the car doesn't coast forward it just sits there. It only moves ifi give it gas. Btw it's an auto. Fluid is full too. So the master cylinder could be the issue here?

master cylinder holding pressure, both calipers could be faulty, brake hoses....quite a few things, but in all my experience I've never seen an ABS module do that on a mustang
