PATS issue please help

Default PATS issue please help

I have a 00 gt vert with new engine. Engine was installed by qualified mechanic with all new sensors and everything. Got the car home and drove it a couple times then went to start it and noticed fuel pump isnt priming and Im assuming its because the PATS light is blinking rapidly when key is turned on. It cranks but no start. Ive put a **** load of money and time into this car and I feel like its a simple fix thats holding me up but not sure where to look. Checked all fuses with volt meter and all were good except 10, 35, 37 in panel under drivers side dash. 10 was reading .5 or 5, 35 and 37 were reading 47.? Not sure what that means. Im not good with volt meters, obd etc but I know the basics. Any help would be GREATLY appreciated as its now 65 and sunny outside.

So I did the on dash DTC scan and got d043 and 9681, not sure what that means
