Default 1995 Thunderbird OBD-II ECU...

I just wanted to know if anybody know the answer to this or can point me in the right direction. I have a 1995 Ford Thunderbird (2nd car to my Mustang) and it has an OBD-II port. However, I have been told that the OBD-II in 1995 Ford vehicles are somehow different from the OBD-II in 1996 and up Ford vehicles. In fact every tuner (like Sniper) has told me that their tuners cannot flash a 1995 OBD-II vehicle because it is not as advanced as the 1996 and up computers or something like that. Does anyone have any specific knowledge regarding this...?? And can anyone tell me how to retrieve my ECU code if the door jamb sticker is not present...?? Thanks...!!

I know that this is an old post but I was wondering if you ever got clarification on the early ecm's. I have a 1994 thunderbird that I am going to swap the drive train into a 1964 galaxie.

is there someone who can reprogram the ecm?
or can I use a 1996 t-bird ecm and have that flashed?

what did you end up doing?
