Delete plates and cams - worth it?

I dont know anything about these plates. Can someone tell me briefly what they do and why to delete them?

In the intake manifold, right before the intake on the heads, are these little butterfly valves on each cylinder. They are there for emissions purposes.

The delete plates remove these butterflies, and gives you some gains in the single digits.
