They put small "valet" switches under the dash like that to temporarily disable some functions of an alarm system.When your car is in the shop or someone else is using it, for example. I had an ignition kit with a switch like that also. If someone started the car with that switch on, it would run for 3 minutes then die.

i think its to an alarm...after tearing apart my car i found a box thats says ground to horn siren ground to lights and bunch other stuff..... says under all that it complies with Part 15 FCC rules and stuff
